The top holes are tricky because they go all the way through. Start with an 11 mm drill bit to make a small indent. Switch to a thin drill bit and go all the way through. Flip the dowel, align the hole, and drill through again with the 11 mm bit. The bottom holes are easy—just drill at an angle and call it a day.
